I'll take a stab at this and say no, it's not legal. Let me count the ways: no health permit; no business license; if on the public right of way, no vendor license; if on private residential property, no commercial sales are allowed.
Knowing my city; was it actually done as described and nobody put a stop to it? Probably so.
Oh noes! Those awful street vendors! It is anarchy in the streets of Los Angeles. What is next? Hot dogs wrapped in, gasp (!), bacon?!
I almost wish someone HAD called to cops and/or health department. It would be sweet justice for all the real street vendors who are routinely put out of business in my neighborhood for BBQing tacos for sale.

And they are over 13 years old. Anyone trying to muscle in on the little kid with the lemonade stand deserves to be cited!!
If I can buy tamales from a Latin woman at the gas station, I should be able to buy cupcakes from a Gringo bougie baker from a front yard. Is any of it legal? NO WAY. Doesn't mean it's not yummy, though. If I'm willing to take my own health into my hands, then free marketing: Get on with your bad self.
