That work of art that used to sit on top of Metromedia Square (aka Fox Television Center) -- "Starsteps" -- was taken down in 2000, just as Metromedia donated the land to the LAUSD. Man, is it taking forever for that high school to be finished!

Regarding Whitley Heights:

...will the original concrete streets ever be repaired and not paved over with asphalt?

Probably not. There was an attempt to install gates for the western portion of Whitley Heights (cars only) to prevent the traffic and parking hassle caused by the Bowl.

The city told the homeowners that if they purchased the roads they would have to repair them (necessary if the gates were installed.) The city refused to repair them when asked "if we have to repair the roads when we own them, why don't you repair the roads if we don't purchase them?" (BTW, Not a direct quote.)

This was at least a decade ago and the roads are still not repaired!

The sculpture, "Stairsteps" by Chicago artist John David Mooney, was dismantled and moved to the artist's hometown (First Tribune takes Times Mirror, now this?). This site explains: http://www.seeing-stars.com/TVstudios/FoxKTTV.shtml.
I don't know exactly where in Chi-town is it located. This Militant believes it should be returned to Los Angeles and installed on its former site, atop the new Helen Bernstein High School, where it would be given a totally different meaning atop a learning institution.
