I got an email this evening from someone wanting to know if Lake Balboa in the Sepulveda Basin was "created for the 1984 Summer Olympics held in Los Angeles."Actually, no, the 26-acre man-made Lake Balboa was filled in 1991 through a project of the Department of Water & Power using reclaimed water. Though the Tillman Water Reclamation Plant was constructed in 1984 and put into service a year later, it wasn't until 1991 when the treatment plant's capacity was doubled that Lake Balboa came online. '91 it was indeed. It was actually a lot of fun to bike around down in the excavation prior to the lake being filled... especially since bikes are prohibited from cruising around the water's edge now.
